Counter Terrorism
Quantum Legal is committed to addressing complex social challenges that arise within the territory of Trinidad and Tobago, beyond the realm of traditional legal services. We actively engage in counterterrorism and reintegration policies to contribute to global security and social cohesion.
Led by the internationally renowned counter-terrorism expert Dr Michael Accra Jervis from the United Kingdom, our counter-terrorism team of lawyers comprises professionals dedicated to the cause.
We engage in legal and strategic measures to prevent and combat terrorism, while also aiding the rehabilitation and social reintegration of those exposed to extremist activities. This is in accordance with the United Nations Sustainable Development Goal (SDG) Target 16 which promotes peaceful and inclusive societies.
What is terrorism?
Terrorism is defined as the “planned use or threat of extra normal violence through threats of a large audience, usually not directly involved with decision-making.”[1]
One of the most fundamental areas of terrorism is determining how it is financed. Much of the world’s terrorism is financed by revenues earned from burning fossil fuels, which are often controlled by regimes or groups with vested interests in maintaining energy monopolies.[2]
This is relevant to Trinidad and Tobago as it is primarily engaged in the business of producing oil and gas. This makes it a region that can be manipulated to facilitate terrorist activity.
We therefore recognise the need to tackle counterterrorism through the development of anti-terrorism law and compliance in Trinidad and Tobago.
Our involvement in counterterrorism and reintegration policies includes:
- Advising key stakeholders and actors located in Trinidad and Tobago that are involved in developing and implementing rights-based responses to counterterrorism and reintegration policies so that a balance can be struck between Trinidad and Tobago’s national security and the individual freedoms of its citizens.
- Conducting research and analysis on emerging trends, challenges, and innovations in counterterrorism and reintegration policies.
- Collaborating with communities, religious leaders, and civil society organisations located in Trinidad and Tobago to promote dialogue, tolerance, and resilience against extremist ideologies.
- Facilitating cooperation and coordination among national and international stakeholders involved in counterterrorism and reintegration efforts.
We also play an essential role in counter-terrorism efforts by ensuring businesses incorporated within Trinidad and Tobago comply with counter-terrorism regulations, such as anti-money laundering (AML) and combatting the financing of terrorism (CFT) laws.
Constitutional amendments necessary to aid repatriation of T&T nationals
The Constitution of Trinidad and Tobago should be amended to ensure that no citizen may be deprived of their citizenship status. This would guarantee the protection of citizens of Trinidad and Tobago even outside its borders.
