Foreign Nationals and Work Permit Requirements in Trinidad and Tobago
Foreign nationals working in Trinidad and Tobago for more than 30 days in a year are generally required to obtain a work permit.
However, qualifying CARICOM nationals are exempted from this requirement once they obtain a Caribbean Community Skilled Nationals Certificate (CSME Skills Certificate) from the relevant government agency. This certificate allows eligible CARICOM citizens to live and work freely in Trinidad and Tobago.

Recent Legislative Changes Expanding CSME Eligibility
In 2023, amendments to the Immigration (Caribbean Community Skilled Nationals) Act 2022 expanded the number of categories eligible for free movement from five to twelve. New categories include agricultural workers, security guards, non-graduate nurses and teachers, artisans, household domestics, and holders of associate degrees. The definition of “artistes” has also been expanded to include barbers and beauticians.
Importantly, CARICOM nationals who obtain a verified Skills Certificate are now entitled to stay and work indefinitely in Trinidad and Tobago. This aligns the country with regional protocols under the Revised Treaty of Chaguaramas, strengthening regional integration and harmonising free movement policies.
