Acomplishing the challenge put forward by Mr. Kofi Annan, seventh Secretary-General of the United Nations, to ensure that sustainable development becomes a reality for all people around the world. We are committed to implementing this framework to drive economic growth, promote social justice, and encourage environmental stewardship.
The Foundation is committed to advancing positive social impact by launching an initiative to strengthen non-governmental organisations (NGOs) and empower change-makers.
Engaged in a Universal Periodic Review (UPR) submission to the United Nations Human Rights Council (UNHRC) to assess and review the human rights records of Trinidad and Tobago.
Objectives
The Quantum Foundation is committed to advancing the United Nations Sustainable Development Goals (SDGs) as its core initiative. Our approach involves fostering strategic partnerships, implementing innovative projects, and maintaining a deep-rooted commitment to social responsibility. Through these means, the Quantum Foundation strives to catalyse collective action and leverage resources effectively by collaborating with public, public-private, and civil society domains in alignment with Goal 17.
We also actively contribute to Goal 16 by promoting peaceful and inclusive societies, ensuring access to justice for all, and building effective, accountable, and inclusive institutions at all levels.

Recent assessments and data analyses indicate that, at the current pace of progress, the global community is not on a trajectory for realising these objectives within the designated time frame. Numerous SDGs continue to face challenges and persistent disparities. The QF shall engage in a Universal Periodic Review (UPR) submission to the United Nations Human Rights Council (UNHRC) to assess and review the human rights records of Trinidad and Tobago. The focus of the submission is “The Universal Periodic Review (UPR) Submission to the United Nations Council: Repatriation of Trinidadian and Tobagonian Nationals, particularly Women and Children from Syria, and the Treatment of Venezuelan Immigrants upon Entry into Trinidad and Tobago”.

The is in the process of establishing an independent national human rights institution with a comprehensive mandate and appropriate powers in full compliance with the principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles).
The NHRI will play a crucial role in monitoring, advocating for, and addressing human rights issues at the national level. It will involve investigating human rights violations, promoting awareness and education on human rights, and collaborating with government agencies and civil society to develop policies that uphold and protect human rights.

Initiatives
We are in the process of creating a standalone National Institution for Human Rights (NHRI) that will adhere to the Paris Principles, which govern the status of national institutions for the promotion and defense of human rights, and have a broad mandate and the necessary authority.
At the national level, the NHRI will be essential in keeping an eye on, promoting, and resolving human rights issues. In order to create laws that support and defend human rights, it will entail looking into instances of human rights breaches, spreading knowledge about these issues, and working with civil society and governmental organizations.
The role of an independent NHRI in monitoring government actions is vital. By ensuring that individuals in authority are held responsible for their actions, its ability to look into human rights abuses promotes accountability and openness within the government.

The Quantum Foundation, in partnership with the Themis Foundation of the Americas, Both foundations have been actively engaged in various initiatives aimed at supporting refugees from the Venezuelan community and victims of human trafficking. These ongoing activities have been crucial in providing essential assistance and advocating for the rights of vulnerable individuals in Trinidad and Tobago.
Aims
To provide prompt and efficient legal aid to refugees, asylum seekers, and marginalized migrants, with a specific emphasis on instances of human trafficking and exploitation.
To improve the safety precautions for people who are being trafficked or who are already victims of it, including financial assistance and cooperation with police enforcement.
To inform and educate vulnerable migrants, refugees, and asylum seekers on their rights, the resources that are available to them for support, and how to spot and handle situations of exploitation.

In our contribution to the Universal Periodic Review (UPR) submission to the United Nations Council, we aim to address a critical issue:
- The repatriation of Trinidadian nationals, particularly women and children, from Syria.
This outline provides a structured plan.
- To assess the government’s repatriation efforts of Trinidadian nationals in Syria, primarily women and children.
Sustainable Reintegration Of Repatriated Persons who were in Syria
Interviews with Trinidadian nationals who were in Syria and their families & families of those still in Syria
- Establish a National Human Rights Institute
- Researching human rights conditions in Syria.
In doing so we aim to analyse the government’s efforts to repatriate and reintegrate nationals who are or were in Syria and identify the challenges in their repatriation or reintegration into society.
Stacy, whose son Jason was born in Syria and became stateless in T&T after the T&T government denied him citizenship for six years, is represented by the Quantum Foundation. The child was unable to take advantage of government subsidies for services like primary school enrolment affecting his care, development, and best interests were compromised and impeded. In 2015, Stacy ended up in a combat area after Jason’s father, who had stated he was heading to Turkey to play football, was killed. Jason was born to Stacy during her two years in Syria. In 2017, she and her two kids returned home. When they got back home, Jason was refused a birth certificate when they got home, this was contested in court. Jason was not able to get health care or be placed in school because of a lack of documentation. Peters, a national of Trinidad and Tobago, was forced to homeschool her son. Eventually, Jason was awarded his T&T citizenship by the Ministry of National Security. Williams stated “Considering the trauma and traumas that claimant Jason has had thus far, he must be evaluated and get counselling from a professional who specializes in treating children returning from war-torn regions.
